Electronic receipts are one part of that ecosystem. Together with payment and delivery records, recipient acknowledgment, dispute handling and cross-referenced evidence, they help people understand what happened and help institutions account for the money, services and goods they provide.

01 / SALARY
Salary & Digital Payslips
The problem Remote and contractual workers may receive a payslip without receiving their full pay. Employers and workers can disagree about what was sent or received.
How eRESIBO helps Record the employer’s payslip delivery and employee’s document confirmation first. The employer then sends funds, which are credited but locked. The employee authenticates and sends a payment acknowledgment to unlock the credited amount. Keep partial payments, unpaid balances and disputes visible.

Household salaries A simple salary journey for household helpers and drivers, accessed through the eRESIBO portal in PusoPay. Prepare a payslip, confirm document receipt, disburse pay and obtain the worker’s authenticated acknowledgment. Optional contribution assistance appears only when selected.

eRESIBO’s proposed assistance journey connects an agency’s release record with the beneficiary’s authenticated acknowledgment. It can support products and cash incentives from the Department of Agriculture (DA) and Department of Transportation (DOTr), subject to each program’s rules and integration arrangements.

Connect the agency’s authorized assistance with confirmed payment credit and the beneficiary’s authenticated acknowledgment. Keep partial disbursements and unresolved discrepancies visible.
Department of Agriculture
When a farmer receives fertilizer, record the fertilizer type, number of bags, weight per bag, distribution date and program reference. The farmer authenticates an acknowledgment of the quantity actually received. Missing bags, damaged goods or partial delivery remain open for review.
Department of Transportation
For a cash fuel subsidy, record the amount credited and obtain the beneficiary’s authenticated acknowledgment of payment receipt. For a discounted gasoline purchase, record the station, fuel type, liters dispensed, regular price, discount or subsidy applied, amount paid and transaction reference. The beneficiary separately acknowledges the fuel quantity and discount actually received.
Products received
The beneficiary reviews the delivery list, confirms the actual quantities received and authenticates the acknowledgment. Missing, damaged or partially delivered items remain open for review.
Cash fuel subsidies received
The beneficiary reviews the amount credited and authenticates payment receipt. A release authorization alone does not prove that the recipient received the money. Partial payments and discrepancies remain visible.
Shared evidence for accountability. Agencies and beneficiaries retain matching records of what was authorized, delivered or credited, acknowledged and disputed. These records can support reconciliation, review and clearer budgeting.

Less cash on the road.
Transporting a large cash payroll exposes the person carrying it to robbery and puts workers’ wages at risk. Paying directly into workers’ accounts can remove the need for a payroll officer to carry the company’s cash from a bank to a construction site.
This is a practical risk-reduction benefit of account-to-account disbursement, not a guarantee that every digital transaction is safe.
A documented construction-payroll robbery
On November 29, 2020, the Philippine Daily Inquirer reported that a construction firm’s engineer and her driver were robbed at gunpoint while traveling to a project site in San Ildefonso, Bulacan. The robbers took ₱800,000 intended for payroll, according to police.
Another report, dated September 11, 2011, described a construction company employee carrying workers’ salaries in Tiaong, Quezon. Armed robbers stopped his tricycle and took ₱100,000 in payroll money.
Digital payslips explain. Digital payments deliver.
A digital payslip shows earnings, deductions and net pay. A separate payment record shows the amount credited. The worker’s acknowledgment then records what they confirm receiving. Keeping these separate helps both parties review unpaid balances and resolve discrepancies.
Safer movement, clearer accountability.
The Bangko Sentral ng Pilipinas’ National Retail Payment System framework promotes safe, efficient and reliable retail payments and enables people to receive and transfer funds between accounts. eRESIBO’s proposed journey complements payment records with recipient acknowledgment and a shared history.
Digital payroll still needs secure accounts, correct recipient details and confirmed settlement. A payslip alone does not prove payment, and eRESIBO acknowledgment does not waive a worker’s right to dispute errors.
Clear wage records can help reduce avoidable disputes.
eRESIBO aims to help ease the burden on DOLE’s dispute-resolution services by giving employers and workers a shared record of wages disbursed, amounts credited and amounts independently acknowledged as received. When a discrepancy appears, both parties can identify the pay period, deductions, partial payments and outstanding balance earlier.
DOLE Region VI reported that it settled 693 of 842 requests for assistance in 2025, facilitating ₱21.1 million in monetary benefits for 809 workers. Common concerns included final salary, 13th-month pay, overtime, minimum-wage underpayment and illegal deductions; construction was among the industries with the most requests.
DOLE describes SEnA as a way to resolve labor issues before they grow into full disputes. Clear, accessible payroll evidence can support early clarification and give conciliators a more organized record when assistance is needed.
Reducing avoidable disputes and helping decongest case handling is an intended benefit, not a measured outcome or a DOLE endorsement of eRESIBO. Receipt acknowledgment does not settle wage entitlements or prevent a worker from seeking DOLE assistance.

Complete PUSOPAY’s registration and applicable account requirements to begin using the supported receipt and acknowledgment journeys.

Company onboarding is required before implementing eRESIBO. It establishes the organization’s payroll workflow, authorized users and operational requirements.

A proposed journey for camera-based NCAP notices and tickets issued by authorized officers. Motorists open PusoPay or the official agency portal directly, authenticate and review the notice within their authorized account—without relying on SMS ticket links.
Connect evidence review, document acknowledgment, contests, confirmed payment and authority closure in one accountable record. Subject to agency authorization, applicable rules and integration readiness. No active LTO or MMDA partnership is represented.
